Kevin Costner’s ambitious Horizon: An American Saga franchise is now caught in a legal dispute, with no release date in sight for Chapter 2. The Western epic, which Costner directed, co-wrote, produced, and starred in, was intended to span four films exploring the settlement of the American West before and after the Civil War.
The first chapter premiered in theaters last summer but failed to gain traction, both critically and financially. With a production budget reportedly around $100 million, Chapter 1 brought in just $38 million at the global box office. As a result, the planned theatrical release for Chapter 2 was pulled, and the future of Chapters 3 and 4 now appears uncertain.
Legal Dispute Threatens Future of Franchise
The latest blow to the franchise comes in the form of a legal battle involving New Line Cinema and Horizon Series, Costner’s loan-out company. At the center of the dispute is a co-financing agreement between the two companies, which included repayment obligations to City National Bank, a key lender on the project.
The trouble began when City National Bank launched arbitration proceedings against both New Line and Horizon Series. In response, New Line filed a crossclaim against Costner’s company, seeking repayment as part of its legal defense.
What’s Next for Horizon?
Costner has been deeply invested in the Horizon saga—both creatively and financially. Reports indicate he invested over $50 million of his own money, deferred his fees, and even mortgaged his Santa Barbara property to help fund the project. Despite that dedication, the tepid reception to Chapter 1 has raised significant doubts about the viability of the remaining installments.
Chapter 2 has already been filmed and even premiered at the Venice International Film Festival in September 2024, yet it still lacks a confirmed release date. Production on Chapter 3 began in 2024 but has since stalled due to financing issues. The fourth installment remains in the early planning stages, but its future is equally uncertain.

Costner has repeatedly voiced his commitment to completing all four films in the Horizon series. However, with mounting financial setbacks, lukewarm reception from audiences and critics, and now legal complications, the odds are stacked against the franchise reaching its intended conclusion.
